Payroll taxes kill jobs. Jobs are the single best solution to poverty.
The other problem is that we are laying the cost of underfunding the system on the working class. Our payroll taxes do not go to pay for our benefits. They largely go to pay for someone who paid a lot less than full cost.

The Estate Tax would be altered to collect a rebate on people who have collected more than they contributed. This tax is only collected on people who applied for Social Security. It is only applied to those who have draw on more than they paid for.
